There has to be analysis to have policy analysis

Reports often describe a problem, but offer only a description with no analysis. Descriptions are an important first step to analysis.

Worse, some reports offer conclusions without an analysis to support them.  Findings of surveys often guilty of this too, that is, findings or recomendations are not supported by evidence presented.
